115131 - Extra CA tree with combination of ActivCard and Software Cert

Build: 2001-12-11 trunk.

Step to reproduce:

1. Create a new profile, and obtain a personal certificate in 
"certificate.netscape.com"
2. Add the ActivCard Security module in 
"http://smartcards.netscape.com/smartcards/1card/GoldSetup.html"
3. Insert your ActivCard (with your personal certificate in it) to the SmartCard 
reader.
4. Go to Edit|Preference|Privacy & Security and click on Certificates
5. Click on the Manage Certificates button.

Note that there is an empty CA chain (America Online Inc) with no certificates 
under it.  Attachment to be followed.

If I remove the ActivCard, the Cert Manager window looks normal (no extra empty 
CA chain).
