115181 - saving a file sometimes results in a download dlg indicating no progress

found using 2001.12.13.14 comm bits on linux; bill has seen this on his win32
debug build this evening.

1. go view a small page, eg, http://law.mcom.com/cgi-bin/counter.exe
2. hit accel+S or select File > Save Page As
3. in the file picker, select either "save as html only" or "save as text".
4. save the file.

results: sometimes i get a download progress dialog whose contents indicate no
progress --and only the Cancel button is enabled --screenshot coming up.

iirc, for bill the file was actually saved on win32 --but for me on linux, only
an empty "<filename>_files" directory was created. is the latter is due to bug
115088 and bug 115154?

adam et al., could this be related to bug 116757? because now the "[name]_files"
folder is empty on all platforms!

happens on this large file as well:

changing summary to reflect this.Btw, I don't do step3 while saving this page, I 
leave the default setting 'as is'

vrfy'd fixed using 2002.01.24.0x comm bits on linux rh7.2, mac 10.1.2 and win2k.
