I think this bug is duplicated of bug 1318196. Can you confirm that? Once the stableState is fired before second <script> tag, then the behavior should be right.

Sorry, I don't really have time to go through all these tests to see if they are about stable state handling.

I'll go through the tests once the stable state is modified to follow the current spec (note, we were following the spec at some point, but then spec got changed without very good reason, but too late to change it back).
