I believe we can safely retire the TBPL component at this point, as the server has been decommissioned.

Oh you were waiting on me? There's no need to wait for comment 2 - that's orthogonal to filing some Treeherder bugs (and/or moving existing bugs over; some of which I've already done) :-)

I don't understand - do you mean "there is a technical requirement to close all bugs before retiring a component?" or a social one? Nothing in this bug has indicated that so far?

If it's just a social one, please retire it and I can move the bugs later. The only ones left are more time consuming and not urgent, so I'd like to not have to drop what I'm doing to look at them :-)

Yes more of a social one. Once the component moves to the graveyard, it is likely noone will ever look at them again and so we like for anything open to be resolved one way or another before moving. But if you promise to do it later we can make an exception :)
