1152540 - Add App Store and Google Play localized badges to bedrock

We'll be adding localized badges for App Store and Google Play to web properties on bedrock.

Let's build processes for each to easily call for a badge based on locale/language.

Here's what I did for the Family portal page: https://github.com/mozilla/bedrock/blob/master/bedrock/firefox/templates/firefox/family/index.html#L88

I did get Play badges for a number of locales but I didn't get all of what they offer so I should finish off the list. And of course we'll end up with some locales that have to fall back to the English badge.

The remaining Google Play badges we're added to master in https://github.com/mozilla/bedrock/pull/2938

I'm going to pick this up today and add the iOS App Store badges.

As discussed in our last dev checkin, we're going to use the localized SVG versions for iOS and give two fingers to IE8.
