I'm testing the italian l10n build of Nightly, Review board seems to detect that and uses the italian localization.
The localization is not very nice (mixes up en-US and italian, and some translations are doubtful) but I couldn't find a way to set it to use en-US in settings.

Apart this, when posting a Ship it! it instead posts the localized version of it to bugzilla. See for example

where instead of "Ship it!" there's a pretty much terrible "Inviala!" that doesnt mean a thing to me, let alone to english people :)
Looks like there is no per-user setting for this stuff. I'm thinking our best bet here would be to just turn it off completely - we can do that by turning off USE_I18N in settings_local.py
