Description:
Issue: Contributor confusion for why something was escalated as well as a need for a collaboration tool on a thread.
Use case 1: Often times there are threads that are escalated that might need more info for the user responding to the escalation.
Use case 2: Contributors that are working on that are looking for collaboration on the thread or may have next steps but ran into a block.
What currently exists: the contributor forum for question collaboration or private message.
For the two use cases, a more specific feature that leaves a note in a thread for collaboration.
