On a CVS build last night and the 121321 build, it did. This morning on the 121408 nightly, it doesn't. (All on Linux) Filing at major because unless you start with the -venkman handler, you're screwed for debugging some chrome.
Talking on irc with rginda made me realize that this needs permissions to component.reg and not just a pref. Changing permissions works, so I'll close this specific bug out...
