Changes: 

- new CFN changes from jenkins generated to template + params
- addition of datadog agent

Should be deployed after bug 1152987 is rolled out. 

Deployment: 

- Create a new processor stack
- Verify that it is working normally
- Scale old processor ASG down to 0
- wait 1 week, Delete the old processor CFN stack
