1152998 - DEPLOY updated Splice Stack

Changes: 

- CFN updated from jenkins generated to static template + params
- Datadog agent added
- no other changes were made

Deploy:

- This updates the splice stack rather than creates a new one
- Identify an appropriate time where Splice being down will *not* affect business, ie: splice's deployment cron is not needed in deploy window
- Notify :mardak before deployment
- For *this* deploy, roll forward instead of roll backward

I opted for roll forward instead of a roll back plan: 

- major CFN stack changes so it will be difficult to rollback 
- minor changes by adding datadog, other puppet code and config should be the same
- if fails verification, we should fix bugs (should be minor) and deploy again
- changes should be verified in stage before rolling out to production
