Changes:

- CFN updated from jenkins generated to stack template+params
- new version of infernyx to fix bugs and replace current hacks in prod
- datadog agent
- new datadog monitors:
  - time since last completed job
  - time since last started job
  - age of newest record in redshift (num of days since last record)
  - number of rows in redshift
- add EIP to host 
  - allows access via vpn
  - we can remove tspurway from cloudops bastion hosts

Deploy:

- coordinate with tspurway on stage and prod deploy + verify
- deploy to stage first
- tspurway to verify
- deploy to prod
- tspurway to verify
