Jobs have been running for a while in parallel, with no hash differences.

1. update modern vcs-sync configs to handle all current l10n
2. update docs so all future l10n additions go to modern
3. turn off legacy jobs
b2g builds no longer vcs-sync, all l10n jobs deleted.
