[1.Description]:
[Flame][v2.2&v3.0][Download Manager]Enter Downloads from Settings at first, then download a file which is unable to open via Browser, tap the notification and delete the file, then you will find the deleted file is shown in Downloads.

[2.Testing Steps]: 
1. Launch Settings, tap Downloads
2. Press Home key
3. Launch Browser, visit a website(Ex: m.baidu.com)
4. Long press an link, select Save linked file
5. Tap the notification, tap Delete -> Delete
6. Switch to Downloads to check

[3.Expected Result]: 
6. The deleted unsupported file should not be shown in Downloads.
