Please upgrade rsync on relengweb[adm] to 3.1.1 (or newer)

Hey Guys,

So relengweb is often spewing cronmail like:

file has vanished: "/mnt/netapp/relengweb/jacuzzi-allocator/v1/machines/.bld-linux64-spot-010.IXceRB"
rsync warning: some files vanished before they could be transferred (code 24) at main.c(1052) [sender=3.0.9]

This is a warning we can ignore, and I could of course write a wrapper to ignore it, *however* in rsync 3.1.1 there is a wrapper script to make that easy for me. (c.f.

On relengwebadm we already have 3.1.1 available (and it does not pull in any additional packages or package upgrades!)

rsync upgraded to  3.1.1
