IIUC, 38.0 will use the 38 branch, but with prefs for readinglist disabled. We need to ensure that readinglist truly is disabled in this case (ie, that some key parts aren't still enabled, causing things like logs to appear etc)

I don't expect problems, but don't believe we've done testing with it disabled for some time.
