[1.Description]:
[Flame][v2.2][Download Manager]When downloading a file is failed, re-download it, then the whole progress bar is highlighted blue,and the percentage on notification bar shows more than 100% .

Attach:percentage.mp4 and logcat_0417.txt.

[2.Testing Steps]: 
1.Go to "http://goo.gl/mDx5Bh" in browser.
2.Download a file,such as ZIP or MP3 file.
3.Slide down the notification bar, and tap on the file.
4.Tap "X",then tap the file icon to re-download.
5.When it prompts "Download failed",tap the file icon to re-download again.
6.Check the downloading progress bar and the percentage on notification bar.

[3.Expected Result]: 
6.The downloading progress bar should not be highlighted blue completely, and the percentage on notification bar does not show more than 100%.
