Nightly en-US builds and L10N repacks will be publishing complete MAR files as artifacts without publishing them to Balrog.

Funsize will: 

* listen for nightlies on pulse
* generate partials
* publish complete and partial MAR files to designated S3 buckets
* publish updates to Blarog using the designated S3 bucket URLs or the corresponding CloudFront URLs
