Details

The fix in bug 1110485 is revealing an existing problem with files not being removed on Windows.  I believe wpt tests have already shown this in bug 1153470.  To get the refactor landed I'm commenting out the assert for right now.  This is to figure out the problem and put the assert back in.
That version of bug 1110485 never landed.  This bug does not exist.
