Description:
The user is able to enable edit mode for downloads even when there are no downloads in the downloads list.


Repro Steps:
1) Update a Flame to 20150415010203
2) Open Settings app
3) Tap on Downloads
4) Quickly tap on the edit icon in the top right corner


Actual:
Downloads edit mode becomes active, but there are not downloads to edit


Expected:
The edit icon is greyed out and not selectable until there is at least 1 download in the list

This issue DOES occur on Flame 2.2, 2.1, 2.0

The edit icon is greyed out and not selectable until there is at least 1 download in the list
