I've had this in my queue for several months.  It's not complete; tests still
need to be fixed up.  It also made (no-op?) builds somewhat slower for me,
since we have a lot of EXTRA_JS_MODULES.  But that explanation doesn't
completely hold water for me, because we have a lot of tests, too, and those
use manifests as well.  So maybe I mis-measured or something.
