Description:
On Homescreen you long-press the screen to bring up the long-press menu. If you do this right after scrolling it will not work. You must be fully-stopped for several seconds before beginning the long-press event for it to register. This is a regression from 2.1 where the touch-event is registered immediately after scrolling.


Repro Steps:
1) Update a Flame to 20150416010206
2) Scroll the homescreen down and then long press quickly after scrolling

Actual:
Long-press event does not register 

Expected:
Long-press event will register immediately after scroll event
