Steps to reproduce:
1. Open http://www.msn.com/ja-jp
2. Press F11

Actual Results:
Empty area at bottom of view port

Expected Results:
No Empty area

If you let it sit for a moment (~15 sec), the page will redraw properly.  This is because the IPDL compress attribute isn't helping as expected.
