Steps: Click "feedback" in the footer. Click "feedback" again. Again. Two issues: 1. Cloaking mask should cover the entire background preventing more clicks anywhere. 2. We shouldn't spawn indefinite modals if one already exists and is shown. This is likely an issue for all the modals currently though some of the trigger links are likely hidden by the mask in other instances.
