The seeking behaviour is wrong with this video.

We can only seek into it once the video has fully buffered. 

If we seek before that point, often the spinner will go on forever and playback will stall.

I can still reproduce this issue using Firefox 68.0-build 2, ESR 68.0 and DevEd 69.0b2 on macOS 10.14, Windows 7 and Ubuntu 18.04.
