Reproducible on:
Beta 38.0b5-build1 (20150416143048), Aurora 39.0a2 (2015-04-19), Nightly 40.0a1 (2015-04-19)

Affected platform:
Mac OS X 10.9.5

Steps to reproduce:
1. Launch Firefox.
2. Open a Reader View-compatible page, e.g. http://www.bbc.com/sport/0/formula1/32376581
3. Hover over the "Enter Reader View" button available in the Location Bar.

Expected result:
The button turns blue on hover.

Actual result:
The button does not change in any way while hovered.
This is in keeping with OS X style and all the other in-textfield-buttons - they don't have hover style either. I don't think we want to fix this.
