Description:
When the user is using the browser app, searching webpages, and is prompted for their SIM pin screen: rotating their phone from landscape to portrait will drop the keyboard and reveal the browser beneath 'between' the keyboard and SIM pin prompt. This can be observed if the user were to lose data access, prompted by activating and disabling airplane mode (for example).
PreReq:
* SIM pin enabled
Repro Steps:
1) Update a Flame to 20150420010204
2) Open the browser app
3) Search for a webpage (ex: www.kotaku.com )
4) While at above page, drag down notification tray and enable 'Airplane Mode'
5) Disable 'Airplane Mode'
6) Observe 'Enter SIM Pin' prompt/UI
7) Rotate phone to landscape
8) Rotate phone to portrait, observe UI.
Actual:
Browser is revealed between keyboard + SIM prompt when rotating phone
Expected:
Underlying pages are not revealed when rotating with prompt onscreen

Issue has similar results on 2.1 and 2.0 for flame devices:
Results: When phone is rotated in browser during SIM screen, keyboard and SIM prompt split to reveal a black screen, as opposed to present browser.

I wasn't able to reproduce this on first attempt, and I figured out that it's because the webpage beneath the SIM pin screen was LMK'ed. As long as the webpage beneath is not killed due to low memory, the bug will reproduce. I reproduced this on 2nd attempt over google.com

I can see the webpage for a second, but the dialog doesn't stay cut off. When you said that you can repro, you mean that the dialog eventually stays with wrong size (as in the video), right? Just to confirm

No, when I said I was able to repro I meant I was able to repro what was described as "actual" bug behavior on comment 0, which is "Browser is revealed between keyboard + SIM prompt when rotating phone". I didn't realize you were looking for that specific breakage.

Honestly, I was pretty surprised to see the dialog linger. I would argue the issue is simply polish, as the dialog closes up pretty quick to hide the browser.
