Details

Fairly easy refactor. Move:

* toolkit/devtools/gcli/source/lib/gcli/mozui/*
* browser/devtools/gcli/shared/DeveloperToolbar.jsm

into browser/devtools/gcli/commandline.

While we're at it we might also:

* convert DeveloperToolbar.jsm into a js
* and the mozui files to ES6

The mozui files are not used in GCLI other than for Firefox
