Details

User Agent: Mozilla/5.0 (Windows NT 6.1; WOW64; rv:37.0) Gecko/20100101 Firefox/37.0 Build ID: 20150415140819 Steps to reproduce: I clear all history(Everything) and pressed ok. I closed firefox and restarted it. Then I pressed 'Restore old session' button in the bottom. Actual results: It restored all the tabs. Expected results: It should not restore tabs because everything in the history was deleted.

If you clear all history, but left the tabs open, then clearly the tabs are still open and can be restored. You would need to close all the tabs, *then* clear history, and then restart, and then the tabs will be gone, too. Alternatively, you could use the preferences to ensure Firefox always clears your history when you close the browser, and that will also remove the open tabs/windows.
