This bug ports this FX bugs:
Bug 1043612 - Persist the size of resizable in-content subdialogs.
Bug 1148923 - [ja] Subdialog default width of in-content preferences is too narrow in ja locale.
Bug 1141031 - In-content preferences: in dialogs, some buttons are pushed into overflow (on Mac and Linux).

What is the current expectation of in-content dialogs in the TB 38 timeframe? Is this the same issue as in-content options that is still waiting for progress on account manager issues?

The in-content dialogs are only used in in-content options. Like this they are also awaiting the account manager inclusion.
