Details
Steps to reproduce:
1. Open https://marketplace-dev.allizom.org/popular
2. Resize the browser under 800 px wide.
Expected results:
There are no display or layout issues.
Actual results:
There is an inactive scroll bar displayed in the right side of the sidebar.
Notes/Issues:
Verified in FF40(Win7) issue can be reproduced in mp-dev.

Verified in FF40(Win7) in marketplace-dev.allizom.org

I think that's an issue with how Windows renders scrollbars when the content is scrollable. It's native behavior, and I don't want to mess with it or hack it. It'd require people to be using Marketplace on Windows at a mobile width, which isn't likely.
