This covers the implementation of NS_THEME_RESIZER for XUL resizers on Windows.

the widget shouldn't paint but should have a specific color if
A. there is a statusbar or
B. the window is maximized

currently the wXP nsITheme impl results in a dark grey box where a light gray
box belongs in A. and shows the resizer in B. Afaik the w32 impl has the same
buggy behaviors.

Hiding resizer grippy when the window is maximized is bug 419292. Not sure if there's anything else that still needs to be tracked?
