steps to reproduce:
1. Load https://marketplace.allizom.org/search?q=%3Apaid
2. Start the purchase for any of the listed apps
3. Enter PIN
expected behavior:
Confirm purchase screen loads
actual behavior:
Error page loads with "Product cannot be purchased due to configuration error. PROVIDER_TRANSACTION"

I haven't been able to do a complete flow yet, I get the old Bango screens that shows carrier billing first.
