When in e10s mode sdk/ui/toolbars should load it's sdk/ui/toolbars remotely.
Similar to bug 1129662 but for sdk/ui/toolbars.

waiting to talk with Kris about this one - think he's looked into
when we looked at this a few weeks ago - we think we remember Kris had some insight into how we'd handled/priority of this work (compared to other work).  just remove need info if i'm remembering wrong and we'll triage next week.
