Bug 1135820 describe the whatsnew requirements for 38.0.5. We're going to need a whatsnew page for a subset of locales. The docs for this are at https://wiki.mozilla.org/Release:Release_Automation_on_Mercurial:Updates_through_Shipping#Set-up_whatsnew_page
