In zamboni, media/css/devreg/payments.styl contains the list of region slugs. That same list already exists in marketplace-constants regions.styl, we should just find a way to import it in zamboni. Other front-end projects use bower to include marketplace-constants and get the js modules and css that way. Once this is fixed, https://mana.mozilla.org/wiki/display/MARKET/How+to+add+a+new+region should be updated.
