Unfortunately the tracking-firefox38 flag is not like other flags where you can add any email address to be notified automatically. The tracking-* flags do not have that feature. Might I suggest the following workarounds:

Create a query using the Advanced section of the query form[1] that lists bugs that have the tracking-firefox38 set to the value you are interested in.

1. Save that query as a remembered search and look at that from time to time. 
2. Export the buglist results as an RSS feed that can be imported into any news reader which will show up any new bugs that are added into that list. Look for the 'Feed' link at the bottom of the search results.
3. Set up a whine job that sends you the results of the search at regular intervals in an email to remember to look at the bugs [2].

Maybe we can look at adding the cc list functionality to tracking flags in the future. Please file a bug suggesting that feature for me to allow us to track it.
