SpotManager does not setup new instances immediately

Details
It would seem requesting spot instances and then requesting a list of spot instance requests seems to miss the very requests just made.
Ensure SpotManager remembers the work to be done until they are confirmed in the list we get back from Amazon.

SpotManager has been tracking net new requests for a while
