1158384 - Intermittent "TypeError: dump is not a function" in testBrowserDiscovery

testBrowserDiscovery fails frequently on Android 4.3; "TypeError: dump is not a function" is found consistently in the failed complete logcat. (Curiously, most test logs do not include any useful logcat for this error, but the complete logcat on blobber is fine.)

This is just like bug 1158363, but for testBrowserDiscovery. Many logs are found in bug 1094649.

I don't have an expedient fix for this one.

I tried enabling this test on 4.3, but there is still a low-frequency intermittent failure where the test harness loses contact with the emulator. This test may somehow crash com.android.phone.
