SpotManger implicitly assumes the AWS hourly cost is billed in proportion to the amount of time available. This is a reasonable approximation to the reality: Each hour is billed in full at the beginning of the hour. Having the SpotManager consider this pricing rule will improve its choice of machines to turn off. SpotManager must be told how often it will be run so it has the opportunity to execute its plans in a timely manner.
