"Send to other devices" appears in app menu after sync account is removed until next Firefox restart

Regression from bug 1122302 or one of its follow-up bugs.
It may not actually be until Firefox restart - it may just be until the activities in the toolbar menu are refreshed.
STR:
1) Open the browser on a sync-connected device with another device to share to
2) Click share & verify "send to other devices" is there
3) Open Settings -> Sync -> 3-dot -> Remove account
4) Go back to browser and click 3-dot menu (and share if "Send to other devices does not appear in the quick share)
Expected: No accounts exist so no "Send to other devices" should be shown
Actual: "Send to other devices" is shown. The escape hatch toast is shown when this is clicked, "No Firefox connected devices was found". Note that this escape hatch is not in 38 where bug 1122302 initially ships, only 39 (I believe), due to l10n.
I believe this affects 38.
