1159019 - "Send to other devices" shows an empty dialog when there are no other devices connected (after a FxA was removed?)

In bug 1145896 comment 9, nalexander was able to get an invisible "Send to other devices" dialog to appear. His steps were (via comment 9):

Here, an empty dialog appeared.

While I have not extensively tested, I have been unable to repro.
