The Android 2.3 mozharness config has entries for emulators that are never used. The Android 2.3 and 4.3 mozharness configs have --total-chunks and reftest manifest entries which are not used -- they are duplicated in the in-tree config.

As written, this patch is blocked on the "too many builders" issue in bug 1156425. Let's revisit once there is a way forward in 1156425.
