Details

When automation steps were moved into the build system, we lost the granularity of how long each step takes (eg: buildsymbols vs package-tests, etc). We can log this info from the build system and have mozharness upload it to influxdb.
Actually, looks like we already have this from mach in build_resources.json. So we just need to report that from mozharness.
