Description:
When a user unlocks their phone into a 'Enter SIM Pin' prompt, they will observe the use of the number keyboard almost immediately. If the user navigates into the use of a alphanumeric keyboard afterwards, they may reveal numpad prior to the keyboard being displayed.

Repro Steps:
1) Update a Flame to 20150429010205
2) Enable a SIM Pin in Settings
3) Restart phone
4) On start up, unlock and observe SIM prompt and number keyboard; skip prompt.
5) Open Browser and type into Search bar.
6) Observe keyboard.

Actual:
Number Keyboard is revealed at first open of alphanumeric keyboard when encountered first at SIM Prompt.

Expected:
Appropriate keyboard will be revealed at appropriate time.
