During discussion today it was realized that selena will need at least L2 access, but ideally L3.

L2 for:

* repos under hg.m.o/build
    \- She needs to be able to perform the hg merge for buildbot, among other things, and those repos require L2

* m-c/related for bumping the in-tree mozharness revision. Though she can ask sheriffs to do that if need be.
