Steps to reproduce:

I have just upgraded to FF OS 3.0, base image 18D, using no SIM.


Actual results:

When I open smart collection "Games," it asks me to connect to internet, though I'm connected to wifi.


Expected results:

smart collections should work
I also noticed this issue on today's Flame 3.0 and 2.2. Even when the device is connected to a valid Wi-Fi network, a smart collection does not load apps when first opened and displays the message "Connect to the internet to get apps for ...". After a couple attempts, the apps appear normally.

Another issue is that sometimes the preview icons on Games smart collection icon disappears. Even after the apps show up inside Games smart collection, once the preview icons disappear, it never comes back.

For the original issue, there's been some updates to e.me for 3.0; according to the build id you will need to update.  I think that part of it may be a dup of bug 1144557 as Yeojin suggests.  OTA won't be possible at this time, you will need to manually update gecko and gaia.  OTA issue for master is being track in bug 1166522.  

For the issue noted in comment 1 and comment 2, this is most likely a duplicate of part of bug 1164772.

Unfortunately, I can not confirm that; I have upgraded to nightly 3.0 yesterday, but I forgot to test this bug.  (I had to downgrade to 2.1 immediately, because of bug #1160004 and bug #1167983.)
