[1.Description]:
[Flame v2.2 & v3.0][Nexus5 v2.2 & v3.0] Launch settings app to open passcode lock. After you input passcode but don't tap create, you will find there is a blank key which has same function as delete key.

[2.Testing Steps]: 
1.Launch settings app.
2.Select screen lock.
3.Tap passcode lock.
4.Input passcode, but don't tap create.
5.Tap blank key.

[3.Expected Result]: 
5.The blank key can't work.

[4.Actual Result]: 
5.You can delete passcode by tapping that blank key.

This behavior is unexpected, so I think this is a regression.
However, I could reproduce this in v2.1 and would not try to reproduce this on v2.0.

This issue itself does not have significant user impact, so I don't think we should block on this.
