Search & Places histograms should be opt-out on release channels

qq: What do you mean by "opt-out"? Is this the global FHR opt-out?
I mean opt-out in the terms of the |releaseChannelCollection| attribute, documented here: https://developer.mozilla.org/en-US/docs/Mozilla/Performance/Adding_a_new_Telemetry_probe#Declaring_a_Histogram This means that it's part of the "base" or "FHR" data set.
