Fix Search & Places histograms that should be opt-out on release channels
We should probably remove SEARCH_DEFAULT_ENGINE when we add that to the environment in bug 1138503.

I mean opt-out in the terms of the |releaseChannelCollection| attribute, documented here: https://developer.mozilla.org/en-US/docs/Mozilla/Performance/Adding_a_new_Telemetry_probe#Declaring_a_Histogram
This means that it's part of the "base" or "FHR" data set.
