UI - PoPs EDIT/DELETE button should be gray until NCI selected

Details

Steps:
1) Go to PoPs wizard page
2) If no NCI file, create one through by clicking on the CREATE button and type
file name "bijal.nci"
3) After file is created, notice that it displays in the NCI list box.
4) Click on EDIT/DELETE buttons

Actual Behavior: Buttons are enabled and nothing happened when I clicked on
them.

Expected Behavior: Buttons should be disabled/gray until I select an NCI file in
the list box.
