The 12/19 osx bits ignore the appearance manager setting for the position of the
scroll arrows in the scrollbar.
My guess is that the xbl got dropped somewhere in the simplification.

I pulled on my Mac shortly after I landed last night and saw this problem, then
checked in a fix shortly thereafter. Can you verify that you see this with a
build from after my very last checkin?

The only place where I get the problem in 2001121908 / MacOS 8.6 is in Mail in
the message body pane where my double-arrows / scroll box size isn't right.
